If Fox wanted to do that they would have ignored Seth Rich entirely. Just because a network company has a chain of command doesn't mean everyone follows suit, Rod Wheeler's story was broadcasted on Fox News 5, which, although it has to answer to Fox's headquarters, airs it's materials with a small degree of freedom.
