The attacks are happening because ISIS has lost the support of Israel and the Saudis, and they have been left out in the cold. They are true believers, and can see that the jig is up, so they are rushing their plans forward.

If this was about the arms deal, they would be holding back, waiting for access to these new weapons and cash to carry out more spectacular attacks.
