To me the depiction of augs in HR seemed more like a general libertarian allegory, especially for certain issues like gun control.

It shows a world where anyone with a modest amount of money can obtain equipment that improves their life and gives them a physical edge over everyone else. Hell, at the beginning of the game Megan's research is supposed to make them even cheaper and easier to get.

The main villains are a group of totalitarians who want to seize the power of augmentations for themselves. They veil it under a moral opposition and put out propaganda to turn the ignorant masses against augmentation, even as they themselves continue to use the technology.

The conflict never felt like it was between augmented and non-augmented people, but between those who wanted to spread the tech to everyone and those who wanted to hoard it for themselves. Simplifying it to a stock discrimination story is just kind of dumb.
