My theory: Inafune has no idea how to make games apart from the initial concept. Everything else he's fairly inexperienced on how to go about. The North American portion of his staff are probably influential on how he perceives western attitudes and what sells, so they obviously told him garbage along the lines of "THIS SHIT IS BAD AND WESTERNERS HATE IT" to which made him shrug and go "ok."
Iga just does what he's always done, so fuck it, he knows what the fans want. Doesn't need anyone on his staff to tell him twice, only to listen to his audience.

I think the whole "putting Inafune in an altar" thing is solely a torrid love affair of western media only. When he became the bigtime producer for Capcom on Megaman he slowly began to give interviews and everyone quickly ran to him as father of Megaman and everything possibly nice in the series.
In Japan even in Ariga's mangas and other shit Kitamura was already known. And Inafune wasn't shutting his trap for a longer while, either, so there was no mystique to him to think he's this guy with absurdly untapped potential who can evoke the prestige or profit of a Kojima (in his head that's what he wants to be).
Hell just look at MN9 itself. The game was basically funded all through the west. Japanese funds were a pittance and their japanese forums barely saw any activity at all.
