The problem is that ISPs lobby the shit out of local government to ensure only their service can be sold and expanded in an area thus completely destroying competition. It also doesn't help with the over bearing regulation on where new copper lines or towers can be built and with ISPs trying to destroy fiber because it would completely kill those ISPs not willing to switch to fiber because copper is cheaper.
Deregulation, dismantling these ISP monopolies, and stopping lobbying would help to actually take the US out of its third world tier internet infrastructure and finally get to superior Jap infrastructure.

The level 3 backbone in the US was completed what? 20-25 years ago? Further more it takes a lot more cable and distribution equipment (copper or fiber) to connect the sparsely populated and spread out US than it takes to connect say 20 million koreans in Seoul. As someone who lives there, I can assure that Chinese internet is not "faster". They choke all websites that aren't in some way CCP owned or run. 8ch is horribly slow. Video and VoIP services are deliberately choked always, but if you're making an out-of-country call you get around 2-3 minutes before your call "dies" due to a "poor connection".
The CCP never compares apples to apples. On average, they're definitely worse. The majority of their population does not yet live in the tier 1 cities. In those cities, such as Shanghai and Beijing, internet speeds are comparable. I've heard Shenzhen is faster, which makes sense because it's the most modern of all of the major cities as well as being rich and the headquarters of all of the SOE tech giants. I've heard Guangzhou is pretty shit. Anything in the west is a joke. Xi'an is definitely way, way worse than Denver which is a fair comparison.
Most of the population lives at the tier 2 -> below level. Many people don't have in-home wifi. In those cities, you might have wifi, but it wouldn't compare to an American suburb. The rural areas don't stand a chance, many still don't have proper plumbing. If you're a rural American, I understand that you'll get reamed, but you can still get a connection. One third of the population of one billion plus people lives in those areas.
Cellphone coverage and speed is pretty great though. I imagine the infrastructure is cheaper to maintain. The CCP is always good at burning money to build something, but they never pay to maintain it. Not that the US is any better in that respect, but at least the major providers are semi-private entities with a profit motive. China Unicom was recently caught fabricating their profits on a massive scale, indicating that the entire company is essentially a government welfare project on top of being a thoroughly corrupt SOE.

They're not monopolies just to fuck with you. There is actually limited physical space to run lines, whether they be power, cable, fiber or phone. Area I live has two main providers, one cable one phone, and there literally isn't space on the telephone poles to add the mainline infrastructure for a third provider. Even if there were, the cost is wiring up a whole city from scratch is exorbitant like you don't even know, especially if you plan to do it all with fiber.
I don't even blame the ISPs. If the government had a backbone it would nationalize a nationwide fiberoptic communications network and/or regulate it like a utility. If it were just cable TV like it used to be, sure, let it remain private, but the internet revolution has changed the entire world in a very short period of time. I'm only 33 and I lived in a time when people were super surprised that it was possible to buy and sell things on a computer. People were still seriously discussing whether the internet had useful purpose or whether it was just a gimmick when I was a kid. Regulation is of course going to take some time to catch up, but at this point I can't imagine a world in which the internet isn't considered a necessary utility for every single person, just like electricity.
