No idea if anyone still cares about our Japanese campaign, but I figured there's no harm in making another one since the last one died early. For those who've never heard of Rule the Waves, it's a obscure 1900-1925 naval management/simulator. You take the role of Grand Admiral, design ships to adapt to a constantly shifting arms race, manage your fleet in battle and make policy decisions. Hopefully a kind user from one of the previous threads can post a torrent link, because I lost it.

In our Holla Forums Japanese campaign, we're once again at war with Russia. An early surprise attack left them deprived of two of their Battleships, and after a few smaller engagements sued for peace. However, all peace talks have ended in failure and the Navy must fight on. As the last episode of our campaign wrapped up, our fleet was returning from a chasing down a lone escort in the night when it ran into the entire Russian fleet. Through a few lucky torpedoes and a defensive minefield, we managed to sink two more Russian Battleships at the loss of only a pair of destroyers.

After that decisive victory, Japan's fleet is actually larger than Russia's. Add to the fact that Russia must import all reinforcements from the Northern European region, Japan is poised to push Russia out of it's waters for good.

Speaking of CAs, our first Korean Krumper Class CA finishes production, and even better than the designs imagined! The only downside is her expenses, but considering the value she'll add to our fleet it's well worth it.

While our fleet is expanding, there could be some upgrades and we do have some extra money still left, even after financing the army. Our newest BB will be complete in just over a year, but what else should we replace or reinforce?

Should new ships simply be larger, more efficient remakes, or should we attempt fresh new doctrines with them?

I care, I actually started playing this game recently, it's way more fun than it ought to be.

How do our naval guns compare in size and quality to other nations?

Doctrine might have been the wrong word. Rather, new technology allows us to place weapons in different arrangements, which can allow us to utilize different tactics. For example, by taking advantage of cross deck fire, we can lay down powerful broadsides without sacrificing "advancing" firepower. Later on we may be able to mount superimposed Fore guns, which are great.

While we're not obsolete as far as I know, we are a bit behind, simple because we've a smaller budget than the European powers. But the difference is much less significant than what we went into during the First Russo-Japanese War.

There were a couple minor events that raised tensions unilaterally or selectively. In addition, tension can be raised without your actions, as a result of other government branches and whatnot.

What roles you wan't a ship to fulfill is the most important decision.
Never make a Jack of all Trades, aside from that most designs come down to personal taste.

As general rule of thumb I always make sure to have the best fire control possible, the most FC positions and make sure to have atleast 120 rounds per gun though I try to aim for something around 150-160.
In the early game I use submerged torpedos to finish of badly damaged enemies but I never but them on my Battleship, because I consider the risk of getting torped yourself to high, later on I only use torpedos on DDs and CLs.

A reliable engine and long or extreme range are useless for a ship only in homewaters, for raiders or other ships in foreign seas they might be useful so it's less likely/takes longer for them to be interned or scuttled.

Cramped accomodations and short range make tonnage only count as 70% when it comes to foreign station requirements, colonial service counts as 150%, so you don't want to mix them nor use the first two for colonial ships.

There are compatible calibres, 11 and 15 in., 12 and 15 or 16 in., 8 in and 10 in., 6 in and 8 in., there seem to be more.
When rebuilding a ship you can exchange one turret with a higher calibre and lower guns amount or vice versa.
As example 12 in. triple turret to 16 in. dual turret.

A low freeboard lowers weight but also gives RoF penalties in heavy seas, casemates have a RoF penalty in heavy seas too so don't mix them if you can.

Short range means you can't move a ship from area to area in wartime if you have no colonies, or ships you only want to stay in one area, there's no reason not to take it.

France, Germany and Russia share their build area with Great Britain, making somewhat likely to be blockaded by them, so you might want to think twice about using cramped accomodations.

Building ships in foreign ports not only gives you their dockspace but also teir technology, your scientists might even make some advancements from foreign build ships.
Becareful not to raise tension to high with the building nation or even go to war with them or your ship will get impounded.

Remember lower displacement means lower cost and lower cost means more ships.
Wether you're blockaded depends on wether or not depends on amount and class of ships.
You don't have to go for the biggest and baddest in town. Admittedly I tend to do it most of the time.

Advantage of one decisive battle os that they decline all further battles.

Minor battles just make it take a bit longer.

We have had to dedicate the entirety of our MS fleet, as well as all of our dated SAGs to coastal patrol. A new set of cheap MS are being built, but for now our destroyer fleet is somewhat understaffed. In addition, the B Dreamcrusher is being refit with improved fire control.

Not sure if I 100% agree. You certainly can't make a ship that's good at everything, but even ships I want to focus on capitals carry a decent set of 5in or lower to fend off destroyers.

I should think it wise to rush to a fleet combat action against whatever Pacific elements we can before the Atlantic fleet arrives. We need to bleed them and press for peace, SEA colonies be damned.

On the point of five-inch guns for anti-destroyer duties, why not go for a middle road of general purpose eight-inch secondary guns? It would range destroyers just fine while providing a far more effective by-shot deterrent, while still being threatening to the various obsolete capitals. The only loss would be in rate of fire, which might not matter with our fire control focus.

Decent point, although I seem to remember the host of a Let's Play of this mentioning that anything over 7in received an aim penalty against destroyers.

Speaking of ship design, Yea/Nay?

Yea. Drop the eight-inchers to seven at your discretion, definitely if you can confirm the accuracy penalty. I've got a thing for pocket ships, so I rather gravitate towards larger guns in smaller packages.

We need to do precisely the opposite. We'll never win if we try to "bleed them dry" because a war of attrition is a war Japan will lose. We need one massive, decisive battle where we can outmaneuver them and ultimately break the advantage.

This means we have to either go all-in without raiding or convoy protection, falling away from the S.E.A. seas, or push our entire fleet to try and catch them on the hilt of South America/Western America.


Maybe lower the deck armor to 1 and up armor our belt possibly adding ammo/tertiaries, or if you're feeling like we're ok for firepower, give it longer range or reliability to make it a long distance raider. Other than that the design itself (turret layout) looks phenomenal.

Yeah, Lower the 9 inchers to 7 or 6, we'll rely on the 10 inchers to actually fuck enemy CAs/Bs up, while the 6/7s do volume work on little guys.

If you're planning on lowering the secondaries, remove the tertiaries and add a fuckload of ammo.

oh also, see if we can lower the speed to 28 knots and subsequently lower the displacement. We're working with pennies here, we can always refit it with improved engines later.

We can't wait for their Atlantic fleet to come around, we need to burn them in their docks now and THEN burn them at the hilt of the Americas. A decisive battle is impossible if they gain a numbers advantage, we can't wait for 'decisive' action, we have to make it. A piercing attack on the West Coast before we twist the knife.

Nothing to worry about. Honestly, single turrets sounds like an upgrade over casemates for firing on approach, although the gun depression is assuredly worse. Either add another secondary gun turret or thicken up the armor if we're below average or not far enough above it for the class.

I'm starting to second think here… Maybe I went too overboard with the daka and too conservative with the speed. The main advantage to any Cruiser/sea raider is being able to control the initiative in a fight. Speed is the key to fleeing a losing battle, and I'd rather not have our most expensive CA not have the ability to run away when it needs to. I just don't know anymore. :c

Chase them if we have a chance of catching them.

Focus on destruction of the enemy's combat assets. Their guns are awful, but those torpedoes are plenty threatening. Merchant shipping can come after the enemy is destroyed or disengages beyond our ability to pursue.

You're just the guy in charge of the navy, not the whole country. You don't really get to declare war or do diplomacy, but you make descisions that will raise tensions and make war more likely.

How's things along the West Coast?

After a few minor battles I didn't even bother capping, we get a peace request.


Fine, it's just that America refuses to meet us in any significant battle. Everything has just been lone CAs or small divisions of DDs raiding. They even refuse to move their forces in the East coast westward, which makes me suspect they're at war with another power and I just can't see it. The only real issue is that Dutch Harbor isn't large enough to accommodate our fleet, so I'm probably going to have to rotate ships out.

Honestly, this war with the US is incredibly disappointing.

If we have to rotate our ships out for basing, then that's something of a problem for confronting the US, more later than now if we take anything outside Asia, but still a problem in the present. We should make a couple more 3DPDs if we can afford it.

If we drop a pair of 4" secondaries, we can improve the 10" quality, add 20 rounds apiece and improve the fire control.

We're japan, we don't start with any oil and historically we are only supplied by America, which we are waging a war against right now.

Belt armor increased to 12". Secondary armor down to 2.5"

From a historical simulation standpoint, that makes sense.
But from a gameplay standpoint, is there any reason to put a hard cap on game length, aside from the inevitability of each nation filling out the tech tree, possibly leading to stagnation and stalemate?

I think it's mostly just for that reason, that it would diverge too rapidly from historical naval combat.

Give it at least 2 4/5 inch guns. Remove the double torpedo mount if you have to. 6 torpedoes are enough for any destroyer.

4 inch guns are outstanding for destroyers because it allows you to engage early light cruisers. Not necessarily kill them, but they're enough to deter them in close quarters.

This game is way more fun than it has any right to be. I mean, jesus christ 99% of the time you're playing as a glorified mix of a bureaucrat, politician, marine-engineer, and a naval warfare theorist. That's not supposed to be as fun or addicting as it is. I haven't even gotten to my first battle yet.

Yes, it's possible, but not recommended as the game doesn't model aircraft in anyway, and the tech doesn't really go past 1925 levels.

We can't afford to lose any ships on runs like that. If they are generally inferior or outmatched in a quick engagement, sink the near escorts instead, then reassess the convoy. All effort must go to destroying America's fleet capabilities, even if it means acting less efficiently VP wise.

Well holy shit. We manage to surround the Illinois, landing dozens of hits upon her, but she dishes it out as well as she can take it. Persistence and bravery on the part of our destroyer and CL crews manage to land torpedo hits, and the beast is sunk. BB Benis and her fleet manages to limp away into the night, having struck back at the American fleet for our recent defeat.

We're once again forced into a fight we don't want. A pair of Smug Anime Girls turn to attempt a suicidal torpedo run to buy the Baka Basher time to escape. The original SAG nearly hits the Saratoga, missing just barely. Despite the lack of hits, both the Baka Basher and a SAG manage to escape as night falls.

This Memphis class actually managed to put up a good fight, score several good hits on Moeship and the Baka Basher.


It's iffy, but if things drag on hopeful. We've got a new line of modern destroyers built, our bases in Alaska has been upgraded enough to sustain our fleet and we've got three Capitals being built, the largest of which houses 10 16" guns from France. America is full of riots and protests about the war, but four separate peace negotiations have failed.

And this was all from one turn. So improve those odds a bit.

You are the grand admiral of one of several nations before WW1 during the great arms race, you gotta build your navy via research, building ships and light espionage and have honorable naval combat with column upon column of glorious old ships.

Game is surprisingly easy to get into, but is very short on 1.0.

Does the patches work with the ru download up the thread?

We lose both Moeship and the original Smug Anime Girl, but Arino manages to damage the enemy BC. The game considers it a victory, oddly enough.

With tensions so high, I doubt you'd be able to make an agreement with any nation you actually want to (Germany, Britain, USA) nor do we want to make an agreement with our bully victim Russia, and Italy would probably not be much help, though they don't have colonies or a navy that threaten us…

I'd say just go for a broad tension reduction, we need to lick our wounds a bit.

Britain would be wise. They have 17-inch guns, after all, one short of the Yamato's 18 inchers. We need to figure out a design incorporating them to maximal effectiveness.

how are you supposed to get forward facing submerged torps to fire?

why would you ever build TRs? manual says nothing of this.

-the XX class? it looks like some sort of submarine with those two bulges.
-the LT class? it looks completely broken on the ship preview, pic related.
-the AV class? a search tells me this means seaplane tender, does this mean having these helps raiding/counter raiding by spotting?

If they really wanted full historical accuracy it would be even worse. Imagine if your armored cruisers didn't fire during a fight because the commander of the group never received an explicit order to fire and assumed there must be a good reason for that, or if your destroyer screen decided not to report that they were fighting anything and just died silently under the guns of an entire fleet without you ever knowing, or if you got removed from your post without warning halfway through a war because one of your shithead officers decided to play politics.

"Abysmal fucking AI" is a pretty kind way to describe the British naval officer corps in WW1, is what I'm getting at.

XX might stand fo some kind of submersible but is most likely some kind of development left over. Same for the AV I suppose considering planes are not calculated.

XX is an unused "miscellaneous" class. Whatever it used to be used for probably had a non-standard hull shape, which is why it breaks the editor.

AV used to work, but was patched out a long time ago due to issues with the aircraft mechanics. They used to have a random chance every turn to spot/identify enemy vessels.

I got pretty pissy after savescumming a battle (3 dd vs 1 LC) about 5 times because my DDs NEVER fucking fired a single torpedo despite have them sailing in a straight line very close to the enemy LC. I read around a bit and it seems like in the early game torpedoes very, very rarely fire but later on they get really good.
