Possibly. It depends though. If you're a teenager it's one thing but when you're in your twenties and still doing that dumb shit you're just a fuck up. It also matters the degree of degeneracy you're partaking. Someone who does some graffiti and maybe sells some weed has potential to turn it around. For the most part skinheads are just white niggers. I'm not going to sit here and talk shit about some black nigger who steals a car, robs a liquor store, and gets goodified and not do the same just because it's a skinhead instead of a jungle bunny. At the same time however I realize that there are some fundamental differences. Namely that white kids who get into trouble usually are just misguided and come from middle to upper class neighborhoods whereas niggers are niggers meaning there are genetic differences and as such it's not comparing apples to apples. But like I said, some people are just fuck ups and it doesn't matter how much time and construction you give them. Again, genetic factors.
