Nosrth korea's missile test if from the east coast is of a north easterly direction which skirts to coast of both China and Russia into the Sea of Japan. It in no way even comes close to Japan, Russia and China do not seem to mind and yet we do, 10,000+ miles away.

The reason the US doesn't go to war against NK is because of 2 reasons:

Reason nr 1:
North Korea has nukes and the means to deliver them, even to parts of the US. And while there is uncertainty wether they have small enough nukes to equip their ICBM's with, nobody really wants to take that chance.

Reason nr 2:
The geographical proximity to China. If you think China would let the US fight a war on it's doorstep (let alone against a nuclear power) just like that you need to see a shrink.

Seoul was a Nork stalling tactic and we care about it because it was/is in our military interest to have a massive as hell base close to China and Russia. So yes, we didn't want things to potentially go so far south we get kicked out of that neighborhood. Also, it would look bad if we struck first, potentially giving China and Russia a good reason to get involved. Casualties mount from there.

In the meantime the Norks and Chinese still want us out, so the Norks are given cover to start working on longer range nukes. Once those are developed, China has thrown the nuclear football into America's court and then we'll have to decide what the hell to do.

Obviously if the Norks actually push the button, we have causus belli to level them without China or Russia being able to complain. But it depends on how valuable those assets lost would be. Additionally, the general public might get spooked enough into supporting concessions, especially if the South Korean government starts braying about being ok with reunification.

You'd need a President and military with balls of steel to call that bluff. Even then, best case is further can-kicking until the Norks can hit Hawaii or Pendleton, CA.
