There will never be an answer to this due to burned documents, lack of long term plans post-war plans with growing war and kike propaganda raging on almost a century after the fact. I can see there is some confusion about Generalplan Ost so let me clear up some things. First, there are actual several separate documents or partial documents that attest to the existence of the plan. However even a site as biased as Wikipedia acknowledges that the documentary evidence is flimsy and that the main knowledge of the effects of Generalplan Ost come from testimony from officials involved in the planning process. Remember though that these confessions were (((extracted))) the same way the Holohoax confessions were: Under duress, after periods of severe torture and threats to family or promises to be lenient with sentencing etc. so keep that in mind. However like many National Socialist plans it is agreed upon by many historians that these plans were not set in stone, subject to great change and most importantly never reviewed by Hitler himself. In fact for the more gruesome aspects of the plan Hitler probably didn't even know they existed. It was more likely overseen by Himmler as he had a vested interest in these affairs due to his fascination with early Germanic civilizations and the mysticism surrounding them. However if Generalplan Ost was to come true the way (((historians))) say it would have happened I will explain just what would have happened to the occupied territories in the East.

The Poles would have been kept as a lower people with the best among them being selected for breeding with Germans (Children with Aryan qualities would also have been taken from their families to be raised in Germany by an SS family) Meanwhile German settlers would move into the Generalgovournement occupying important positions of power and pushing the Poles out ensuring they could not organize against the Germans. Street names and businesses would be Germanized too until German became the dominant (And likely only language) in the region. Apparently those Poles who could not be assimilated would be shipped off to Siberia with the other people's of the East who were considered a liability to German interests. Warsaw was apparently supposed to be razed to the ground and replaced with an artificial lake (Strangely enough Moscow (((apparently))) was also supposed to share the same fate) Eventually Poland was supposed to become 'As German as the Rhineland' and would upon a successful Germanization policy be annexed in Germany proper once the process was complete. Granted these plans would take a few generations to finish. All these plans were overseen by the Ostministerium 'East Ministry' or 'Ministry of the Eastern Territories'

Regarding the industrial potential Siberia possesses the Russians wouldn't be so screwed, after all, they could have moved their industry there if they lost the war, however with the defeat and collapse of the USSR and the death of millions of good russians, it would have taken alot of time for them to rebuild back up, maybe more than 10-20 years after the war, perhaps 30-50 years. The territories of the Soviet Union were to be organized into Reichskommisariats (Special civil administrative divisions of Soviet territory) Reichskommisariat Ostland incorporated the Baltic States, Eastern Poland (Minus Galicia which was incorporated into the Generalgovournement and Bialystok which was "attached" to East Prussia as a special district but was basically annexed into it) and most of Belorussia at least initially. Of all the Reichskommisariats established during the war in our timeline only RK Ostland and RK Ukraine actually came to fruition. The plan for the Baltics was that they would generally be kept ethnically for the Baltic peoples but Germans would act as a ruling class that ran the most important of businesses. In this case it was much like WW1 where German princes would rule over the Baltics except now it the territories would be overseen by NS officials. As far as I remember the capital was supposedly Riga (Capital of Latvia) because of it's central position and it's well protected coastline. The Memel - Narew Gebeit (Territory) would have been fully Germanized much like Poland along with the Bialystok region. Across the territory transportation hubs and centers of industry were to be revitalized to make it easier for the Germans to administer and cultivate the new territories. The Reichkommissar fur die Festigung deutschen volkstums (RKF) or the Reichskommissar for the consolidation of German nationality in tandem with the Institute for Agriculture and Agricultural Policy at the Friedrich Wilhelms University in Berlin would have judged the amount of resources necessary to cultivate the new territories as well as the number of German settlers required to successfully Germanize the areas. Generalplan Ost: Ukraine

Ukraine was organized into RK Ukraine. Opinions differed on what to do with the Ukrainians. Some like Rosenberg wanted to liberate them and use them as a buffer against Russian expansionism while others like Erich Koch wished to treat them like a lower class people. Russia was apparently a different story. The rest of Russia that hadn't been incorporated into another RK up to the Arkhangelsk - Astrakhan Line was designated as RK Moskowien. There was a chance that upon the war's victorious conclusion the Karelian Peninsula including Murmansk would be awarded to Finland for their help although their is the chance Finland might have rejected the notion of Greater Finland but who knows? Anyway, RK Moskowien would receive the same treatment as the others with the general settlement of Germans, expulsion or forced starvation of native Russians and general building of civilization.
