Smogon exists to create a rule set to attempt to make pokemon more fair and balance (a hard thing to do due to the nature of the game), they do this by banning certain things they deem "broken" such as evasion. And by separating pokemon into tiers (which are based on usage within the various tiers of their gameset).

You can not use a pokemon that is tiers above your current tier, so you can't so bring a Mewtwo to fight in the rarely used tier.

They host a battle simulator on their website that is fairly popular, you just make a team and play with it, don't have to actually play the games and grind out pokemon.

TL;DR version: Smogon is a subset of rules some people play with made by a website where they vote on bans. While this all sounds fine, in practice what actually ends up happening is anything that doesn't fit the most popular meta-team will end up getting banned under a vote from the players.

As for autism: It's competitive Pokemon. Autism is 100% guaranteed to play some role with at least a portion of the group.

Bullet Punch from a Mega Scizor lead could at least force a switch or soften up the Xerneas for knockout.
Xerneas doesn't seem to have any fire type attacks in its arsenal, so it really can't utilize its massive special attack against a Mega Scizor. It would be suicide for the Xerneas to stay in on a Mega Scizor so it would probably force a switch, wasting the surprise of the goeherb lead.

If I had to guess why they choose two: it makes the format fast and violent, which keeps it interesting for viewers even if they aren't players.

As for why they allowed restricted this year: I'm guessing it's one last big blow out before everything goes back to normal for the new games (and new meta that comes them).
