We will take on the role of Grand Admiral of our chosen nation I know you fuckers are going to pick Japan, design and build ships that will be obsolete by the time their construction is completed, make choices in influencing foreign policy and managing naval engagements.
I will follow common consensus rather than "# chooses", although I may make some exceptions. In addition, as many events may occur multiple times or have little impact, I may ask for a general idea of what to do, such as.

We have the base 223 million. We can only "keep" 12 million. Afterwards, we select ships "in construction". These ships will be 50% complete and we will have to pay for the further construction but we will not have to pay for the initial 50%.

I imagine that fleet tactics is king over technological elements at this point, so go for that first. AP projectiles are the second priority, since those are applicable to all guns, which we should put some priority into upgrading, considering how piddly our upper limit is. Fire control is probably good for the same reasons fleet tactics is good, that being likely wide-reaching effects on ships in general, and while I'm not sure armor is terribly useful to prioritize in general, our shipbuilding industry is not good, so we should put some priority on it. Lower casualties means more ships that can be continuously refit Kongo style, which is probably a lot cheaper ingame than new constructions, though I'm not so sure about that in reality.
How are torpedoes, by the by? Our current focus is definitely on catching up in guns, but I wonder if there'd be any use in putting scads of torpedoes on our battlecruisers and future fast battleships.
As for espionage, it'd be wise to allocate that according to our future enemies. If we're going for OTL as a member of the Allies, then snoop around Germany, or Austria-Hungary if our intelligence apparatus isn't so good. Otherwise, if we're going Central Powers, arrange it against our traditional regional enemy, Russia, who have a massive capacity in our home waters albeit no presence, and more importantly against the far more credible long-term threat of Great Britain, who have a very credible Southeast Asian base capacity.

That battleship is disquieting. They have twelve-inch main guns, while we only have 8. That belt armor is also pretty immense. It thoroughly outclasses the Riceball in all relevant respects other than speed, it seems like. We do have more and much better secondary guns, but that'll only matter if we can get into knife fighting range. Makes me lean a bit more towards the torpedo arrangement, furthermore.

As spare funding allows, which can certainly mean 'none.' Although the decisive battle mindset did not serve the Japanese overly well in WW2 due to the circumstances, here it seems the best option, as the most likely war scenario with our expansionism 30 years ahead of schedule is one with Russia and Great Britain, potentially at once. We will have to destroy them as they come with wolf packs of accurate, maneuverable, and relatively survivable battlecruisers and their upgunned escorts butchering the enemy with close range barrages and torpedo volleys. A long war is neither desirable nor wise to plan around as more than a secondary scenario.

Thanks to 1900 era gunnery technology, the Russian ship is able to break through into port. However, because of the damage dealt to it, as well at the destruction of the coastal battery, we technically win this battle.
We can set submarines and cruisers to raid enemy shipping. Later tech allows for active mining, which minesweepers counter.

Good so far. How's the warscore? Can we get any concessions yet? If not, is it worth trying to press them further, or should we be satisfied with having bloodied Russia's nose and cut before losses? We could, in theory, use our smaller fleet to raid their shipping like they've tried and failed, and unlike Russia, get away with it for being able to maneuver better against their interceptors. And, if we can keep cutting up their fleet in these limited engagements, we'll eliminate them as a strategic priority for the near future, while gaining a far future advantage in tonnage and retrofittable ships. But if they go for a decisive action, the advantage is entirely theirs if they can catch us with their whole battlegroup.

Yeah, the primary reason the Russians got fucked up so hard was they came into the war with exhausted crew that had to go all the way around Africa, then they met the Japs who were ready for them. Cut that part out of the simulation (which I'm assuming this game doesn't have that level of detail) and you're in for a tougher fight than historically.

Terribly for Russia, because Japan had morale, elan and doctrine with kind-of-par tech, while Russia was turn-of-the-century Russia. Still, we're four years early and our battleships are equipped with 10 inch guns, equivalent to their cruiser primary armaments, and I don't think we've had time to research basic level fleet tactics either. They have more guns, ships, and much better armor, while being slightly underspeed. We do have torpedo parity, if I remember right. You would've thought that we'd get stomped on par numbers let alone so hideously outnumbered, but instead we just keep bleeding them while they rust in Port Arthur.

I doubt river fighting is modeled, so we don't really have a need for a battery ship. Anything we could field of that sort would likely be outranged and outgunned by an equivalent Russian ship in terms of maximum caliber, as well as easy to catch, so the best one could hope for would be 1:1 losses. Still, I very much like the idea of dual-purpose guns for both destroying escorts and providing additional medium range guns against other battleships just as I like pocket ships as escorts, so keeping that at at least medium priority is wise. What are the limitations on secondaries, before and after the research?

What is your experience with this event, if any? All things considered, we are thoroughly trouncing the Russians, and we're soon to have more or less parity in destroyers, giving us a decisive numbers advantage. Gambling on the Army can either cause us no particular trouble, or deliver us a more crushing victory. I'd say go for 2.

I suggest we remain engaged defensively with our escorts. Continually head off the convoy and destroy its ships, while trying to cross the battleships' T and remaining out of range. Should this fail, our escorts will be preserved and our battleships will be able to get into range themselves. Do as much damage as responsibly possible before bringing the light ships back.

When two nations at war share a region, engagements can occur, ranging from full on Fleet Battles to Destroyer Engagements. To simulate the issues of war, you aren't told exactly what you'll be commanding, just what is in the area and is likely to respond.

War Update: The Russians have been whittled down to the only the biggest and the smallest parts of their navy. They still maintain a total of 5 active battleships in our waters, as well as 11 destroyers, but only have a single light cruiser. Protests and riots are rumored to have been occurring within Russia.

This is fantastic news, as Russian battleships are incapable of keeping speed with any of our ships, and alone destroyers are easily dispatched with secondary weapons.

Overall, I think the Dub Folded Steel Class Armored Cruiser has been our most successful design. It's fast enough to easily outrun enemy Battleships, while packing enough of a punch to put down anything else reasonably reliably.
We have been enacting a policy of only fighting when we have a clear advantage, working away the Russian support fleet and more or less ignoring the battleships. We've recently acquired a couple torpedo upgrades, so torps will be a more reliable strategy.
We can design a new B, but it will still be obsolete compared to the Russian designs, and will take a couple years to build.

Pretty fun honestly, played it with Read much like this thread with Holla Forums quite a few months ago and we had our fun with it. It's heavily romanticized Warring States age but it has a surprising amount of options available with fluctuating depth between them. Only real negative I can attach to it is the price if you care to buy it and how much of a pain in the ass it is to mod in Commanders.
