No they won't. If you legalise all currently-illegal drugs, its going to be giant pharmaceutical multinationals like Pfizer, Bayer, etc that step into the market because they have the facilities to manufacture it to meet whatever stringent regulations are in place.

High level drug dealers are basically porky's who will and have killed personally for their trade. They are more dangerous than regular porkies, because they have a private army. Hence, you need to take them out, because they will try to keep a grip on their empire when you try to overthrow them.
