GIMP, actually.
I looked for a random blood splatter gif, then removed all the non-red colours from it and layered it on top of a blue background. Then I took the two Doomguys and slightly blurred them while moving them into frame (when they slowed down I reduced the amount of blur), and after that I just put an Holla Forums logo over it.
I did everything frame by frame, which is a bit time consuming.
Making gifs is actually rather fun, pic related is another one I did.
