Fullderp is a game where one of us declares himself the champ and takes a ragtag team of six Pokemon assembled by anons into an online competitive Pokemon battling simulator. When the current champ calls "new champ", the first poster to claim it is our champ. The first six legal Pokemon suggested once champ has been claimed or "new team" has been called will be the team our champ uses to battle. Suggesters are not to make multiple suggestions for a team unless 10 minutes have passed since their last request. Ice should be 2x against Water and Water 0x against Ice (Scald/Steam Eruption would be 2x). Give Ice boosts in Hail and make Blizzard 100%. That would really make Ice worthwhile.
I was also thinking about adding a new status: Frostbite. Have it be a Special Attack version of Burn.

HOW TO USE Use Assist first.It can be used up to 32 times.Then if the opponent didn't use an attacking move you can use Encore.Encores work for 3 turns each, each turn doing more damage to the opponent's ego. HOW TO USE Bring Beedrill in on an easy/low HP kill, Mega Evolve and get the Fell Stinger KO. This will give Mega Beedrill everything he needs to sweep the enemy team. Don't switch no matter what once he gets his Fell Stinger kill, Mega Beedrill is in this for the long haul.
Donnel (Pokemon) Start with a 3-stage evolution's lowest evolution. Evolve it when it gets a kill. You can give it a mega stone if it gets a kill in its third stage.
