The thing is with bridges, and overpasses, it's usually iron placed to support the concrete versus structural steel where you literally have a steel building in place and then pack concrete around the steel. Totally different. OxyAcetyelene torches barely 'melt' steel, and have to be placed in a particular area for a prolonged period of time to even start to burn it.

I work in engineering, designing large manufacturing and power facilities. Here's the deal on steel and temperature:

Carbon Steel is not rated for use above 650 degrees F. At 750 degrees it's not much stronger than a noodle. That's a hyperbolic exaggeration, but not much of one.

For applications above 650 deg. F we use alloys that are rated to above 1000 degrees. For example main steam lines in a power plant operate at 1000+ degrees and 1100 psi. Carbon steel would literally blow apart under these conditions.

The ASME code does not allow the use of plain carbon steel above 650 degrees. All steel used for bridges and buildings is ASTM grade A36. I don't know how hot the fire was, but it had to be exposed steel members underneath the bridge that failed, not the concrete columns.
