Rainbow Six has classes (or loadouts) that you choose to assist your team while shooting other people. It's a class based shooter. It's not the same game as Overwatch but this much they share in common.
If you want to get specific, you can say it's a class-based tactical shooter, while Overwatch or TF2 are class-based fast paced shooters. Just because the first one is "tactical" it does not stop being class based or a shooter, just like the second not being "tactical" does not make it any less class-based or a shooter.
