While I certainly recognize the reality of good breeding among the upper classes in a healthy society, I also have less respect for a lazy layabout who inherited their wealth than a lazy layabout that is dirt poor. If you start your life with a net worth of a few billion and then do absolutely nothing, you're no better than a welfare nigger.

I also think there are measures of success that go beyond accumulated wealth, and I think frankly a wealth based aristocracy is the lowest form of aristocratic government. Plato outlined this fairly well in his writings on aristocracy. While a pure 'philosopher-king' based government may not be possible in what Plato outlined, a timocracy that aspires to true aristocracy may be closer to what you envision.
