The people in Poland will not have more kids than they can afford, and so most households will have one to two children at home. If you only have a birth-rate of 1.5, then your population will be declining, so your country will necessarily have to get the immigrants that it can't afford. The birth-rate of your typical modern post-industrialised nation is meant to be 2.5, while the ones Merkel brought in breed at a rate of at least 3.5, heedless of the resources available.

People with different priorities would generally perceive much of state welfare as careless government spending when the government should really be doing stuff like looking into job building and other things that would be investing in the future. I've spent time in Poland too. It's slightly better, but that same type of stuff still exists right underneath the European veneer. Hell, I had more problems in Poland because I didn't have any local help or connections there, and I didn't speak the language. I personally prefer the eastern slavs I've met to the poles I've met, but eh. Burgers who decide to move there on a whim without even any local support will be running into a brick wall, though if they manage to get over the wall it'll be good for them.
