Let's see, say, the audio has to be loaded from the disc because consoles can't afford to spare the RAM and load everything into it - while loading other game assets at the same time no less - you'd have another read access to the disc on top of the loading. Do you know what happens when you try to read/write from the same disk/onto the same disk at the same time? Unless you optimize your software to do exactly that (which I assure you is not the case here), you get exponentially longer read/write times.

Also, with video games you can't exactly vote with your dollar, since these huge publishers already mismanage their business the majority of funds go towards CEOs and managers, not the actual developers of a game. When you 'vote with your dollar', you're not actually causing the company to lose any money, you're causing them to lose projected earnings based on statistics gathered to determine the success of a title launch. CEO's and managers are going to get overpaid just the same, but they have a nervous meltdown because their prediction on how much money they would make ends up being wrong, despite the fact that there are still a hundred consumers that will make up for that 1 lost sale.
Things are going to get worse once there's the influx of youngsters who were inducted into programming early on thanks to bill gate's initiative who companies will hire to replace experienced developers.
Lots of old guys fired because "they get paid too much" and lots of young people with no experience hired because they'll work for pennies in comparison, and once they get experienced the companies will cull their number of hires to save money, and if anyone objects to their pay after getting experienced then they're immediately replaced thanks to the huge workforce of amateurs.

At the start of that webm, notice the loading screen was empty, then that video started. The character in the loading screen is a character in the game, so the machine would have to load it into RAM and render it anyways. The song she sings is repetitive and short, so the song only needs to be loaded once, and replayed as many times as necessary.
The only other thing generated is the background of the scene, which could take up a few more resources than it needs to. In previous idolmaster games, that loading screen was a flat color with the same thing, so I'd guess they added this to keep the game feeling fresh.

The console can spare a little RAM. Loading screens don't always load the entire game, just the initial files that make it necessary to start playing. Then, when it needs more, it loads more files from the disc on the fly, dropping the unnecessary ones.

And the game's disc isn't going to be written, you doughnut. There's a reason they're called CD-ROM, DVD-ROM, or BD-ROM. Even if it were on a hard drive, these games still act like they're ROM, making saves in specified spots instead of constantly writing (no game does this)

The more resource-intensive loading screen would be that of Skyrim (does Fallout 4 do this as well?), where it loads and renders an object from the game, which you can rotate and examine. Oftentimes the object isn't even in the next room, or in the player's inventory, so they wouldn't even need that asset in memory.
