No subsidies, just reduce the taxes. No pay, no medical cares from private and public hospitals. Require the patients to pay a small entry fee by the debit card for using the services. Prohibit them from passing the prices to the other's bills from the other people whom are unable to afford so they are not paying the higher prices for someone else.
