What Trump seems to have planned is to strip down spending for the States (he had a huge meeting with 46 governors a few weeks ago), and begin ending any useless government programs. It goes along with plans to bring anything and anyone back to the US to start working again.

I've heard mixed things about this, since some are saying Congress will cave anyway, and raise the debt ceiling again. However, that goes directly against what Trump actually seems to want to do, which is genuinely get the country back in the green.
