I had already thought of this before. Basically just give favouritism to co-ops that give them tax breaks and ability to be funded better than other business. All other businesses required to legally have half of their board of directors be elected in. Strong state control of resources and imports as well as stop job outsourcing that leads to job loss.

Yes. The most important part would be start up help and loans to create new coops, and cutting taxes. Big companys don't pay them anyway, so at this point taxes are basicly small businesses paying for the big ones. Level the playing field and coops could outcompete capitalists.
