Well, that part is true. But it's important to keep in mind that, most of the time, the original devs go along with it because the localizers take advantage of the devs' ignorance of the market outside of Japan to feed them all sorts of lies about what content to be censored.

Well, again, that's a lot of the way movies are with the theatrical cuts and the unrated cuts. A lot of directors and studios find that it is easier and sometimes more profitable to have a more self-censored theatrical cut play in theaters that is lower rated and released on DVD separately or bundled with an unrated version (which is usually just an R-rated version with a more fashionable label).

If you're a director and you make a movie that is rated R because of X, it severely limits your advertising ability because certain networks will not play commercials for R-rated films at all or just not during certain parts of the day when young people might see them and even those commercials which air are often themselves required to be censored even more to be able to be played on television. This way, studios can get the maximum amount of profit from a movie's theatrical release by appealing to the broadest spectrum of movie goers and still make extra money off specific groups of movie goers looking for a more "hardcore" experience

The one drawback to this is that studios will often try to squeeze a PG-13 rated movie out of a film that would only really work as an R-rated movie, leaving the movie feeling bland and just cartoonish. There's also the arbitrary nature of the ratings board itself. One reason some directors purposely create the raunchiest most violent director's cut they can is so they can show it to the ratings board who is so disgusted by it that they demand changes and as long as the changes themselves keep it from being "that bad", they can get the film to be an R or PG-13 flick that in fact gets away with a lot more than the average R/Pg-13 movie because it's not as bad as the original cut.

I think it is a good idea for developers these days to create two versions of a game, but it has to avoid the cancer that has developed in the film industry with the unrated/rated crap, a problem that goes right back to the problems with the ratings board itself.

In Japan, with certain H-Games that have all-ages versions, the games themselves don't really need the H-scenes to begin with and in fact some people who like H-Games might even prefer the all-ages version because the H-scenes mess up the flow of the story by having a sudden "pause for porno"

Because it is completely bullshit, localizations team are there to do their job, it falls under their responsability and is supposed to be their area of expertise. Beyond devs answering their questions when they have some I don't see how that sort of stuff is done in tandem.

Sometimes they do it to fix errors and inconsistencies, or glitches and bugs, too.

Regardless, this still isn't an excuse for the increasingly poor quality of modern localizations. Working in tandem with the developers doesn't make completely butchering content understandable.

I don't believe for a second that Nip devs are telling localizers, "Oh, well this character wears skimpy outfits and is very open about showing off their body in our version, but we always wanted her to be fully covered in a burqa and constantly spouting outdated pop culture references!"

Funimation is cancerous as fuck. If you watch localized anime/manga you're fucked. Anime/manga fans can at least turn to fan translations, though the fansub scene has been falling apart and getting complacent with crunchy/funi streamrips. That actually sucks because not only does funimation butcher localizations, they also put out atrocious video quality with their streams.

There's nothing to translate or fuck up. This is an example of a rare case where a simple one to one translation just plain works.
What you're trying and failing so hard to describe is something closer to, say, all the name changes in the Ace Attorney series. Westerners wouldn't be able to wrap their heads around the name Naruhodo Ryuuichi or understand any of the shit he gets for it, so Capcom felt it needed to be changed.

It is very similar to a situation in the game industry where an employee that would otherwise be fired or pulled from social media is mysteriously allowed to spit in the face of their own customers.
Western anime companies and the media that covers them (ANN, Japanator, Kotaku) are actually frighteningly similar. It was a common problem for translators and localizers to completely fuck up names because they had no idea what the devs were trying to say.

You've also got the problem of characters being named something that's about 3 layers deep in cultural significance, humor, and wordplay that even a fluent foreign speaker won't get.

Point is, localizers working with devs to come up with a thematically appropriate translation that doesn't muddle the original intention of the creator is nothing new, but it's becoming more rare because localizers don't care what the devs wanted in the first place.

The game has not even been out for 13 years yet, besides you can't put an age on digital characters in any context outside of story, it holds no bearing on anything but a narrative. People are told to value traveling to many different places and urban city living yet also the slow country life and far off remote things. Value club & "night life" sort of life styles but also quiet "introverted" type of life where you might spend time reading books at home. There are many many more things but the basic point is that its all conflicting and confusing. Now, there are people able to do this but they are few and far between and honestly always seem very unstable anyway.

At the end of it all, what seems to be lacking is that people are not being told to value themselves and their own experiences and lives. Not to sound like an old "get off my lawn you kids" sort of guy but I think a big part of that is from the super rise of social media and the tantalizing allure of fame and the benefits that brings.
However, I think it won't last for very long. I think we're starting to see social media start to shift towards being more communication tools among friends. This is not true. Xseed removed the character ages from Senran Kagura Burst after they had submitted it to the ESRB and been told it would get a T with the ages in. They did this solely because management wasn't comfortable releasing the game with ages intact, and they would have explicitly aged the characters up if Tom hadn't pitched a fit. They also censored the "Enemy of Women" trophy name in Shinovi Versus. These are minor things compared to the shit NISA and Treehouse pull, but they do matter and shouldn't be forgotten.
The only localizer that currently takes an explicit absolutist anti-censorship line is IFI, and that's a recent change that may or may not last.
