Superhero codes make sense, and a "kill nobody" rule is a fairly interesting concept if pulled correctly, but it is often used to keep a nemesis for the main character while also allowing the hero to triumph at the end of each chapter.

Even if it worked for bullshit plot deus ex machina reasons (like everything else in that manga), Ichigo from Bleach got it right. He kills nobody because there is no need to, as more often than not "villains" are not really evil, and if they are, they end up joining him. With how many times the Joker has escaped, they either make him an unreachable villain that can never be captured so it makes sense as to why isn't he already dead, or they put him down. Nothing else would make sense.
