Notice the lack of any Enthusiast level Polaris 10/11 cards. Notice how they chose their words carefully when they said "2x performance per watt".
Long story short, Polaris 10 will have cheaper cards at around 390/390x performance levels and increased efficiency. Polaris is AMD's attempt at increasing the number of VR-ready mainstream gaming rigs. Vega is the high-end, HBM2 solution and won't be out until 2017. Hell Polaris may not even be using GDDR5X.
