I worked in O&G in accounting and I saw most of the accounts. Most companies operate in many countries. The only time I ever saw meddling in the operations of an O&G company was recently with the Crimea thing a bunch of O&G upstream producers who had contracts with Russians had their contracts halted by sanctions on Russia. There was never any such retaliation against Saudis or any of the other people we would probably want sanctions on. Frankly, if I had to put my 99D chess hat on, this is a method of reducing Obama's sanctions on Russia stealthily without actually doing it as he's likely to catch a lot of heat and right now he has enough heat on him.

I think sanctions are an outdated mode of "alternative warfare". We need resources to pass across borders. Tariffs and checks are the better alternative.
Maybe deals need to be monitored by government officials formally after informal deals are made on site, etc. Is there a form of court or institution where the deals can be finalized and the monitoring of the deals centralized (to reduce cost of sending them to the companies)?
