iirc the way youtube copyright violations work is that the accused can sit on the notice and not respond until it's about to expire (3 or 4 months, might be wrong).

It takes 3 strikes to close an account. It's entirely feasible that they've just been sitting on the accusations waiting for the accuser to just drop it. So that's 12months of processing time if they were 3 successive legitimate strikes.
