Because people who've been oppressed or ostracized tend to form an identity around that oppression. For example black power traditionally isn't about being more powerful than whites. It's about rallying behind a label that was once used to harm you (blackness). It's about finding self worth in something that caused the society you live in to deem you worthless. Whereas white power has always been about the full domination or eradication of those that are already being subjugated.

Ultimately, identitarian movements by brown people in Western countries provide no real threat to the status quo and are useful divide-and-conquer tools for the ruling class, because they allow social problems to be reduced to racism.
