electrical engineer here when blackouts happens you need to start from a small source of power generation like a diesel engine or something like that
then the power is used to start bigger generators nuclear ones would be last ones to fully function
so its likely that it might take 7-8 days to get back at track,depends on their engineers and workers

The thing about power grids is that, since they're AC, the whole thing - the whole fucking thing - has to be synchronized, not just in frequency, but also in phase.

You can't just turn all the generators back on, and link to the grid, because they'll be out of phase, and possibly out of frequency, and the difference will cause interference which may stall either, or both generators, and fuck with everything connected to the grid. Probably it would just trigger the grid to go down again. You have to start one generator, then synch another to the first one, then another to the two of them, and so on until everything is connected again.

It's one of those funny things, where when you learn a little bit about it, you have to wonder "wait, but how do they actually get this to work, it sounds like it must be a huge pain in the ass", and then you learn more and you realize "oh, they do it the hard way, and it absolutely is, but there's no better way"

There's also the fact that practically all large generators do not use any sort of permanent magnets, so they require power to the field windings in order to generate electricity, otherwise they're just spinning copper in a cage made of copper, not accomplishing anything at all. Not to mention anything else at a given power plant that runs on electricity that they need in order to operate. Pumps, conveyers, the control circuitry, the fucking lights, etc. A plant might need like 10% of it's rated capacity in order to get started up. Very few power plants will keep that much backup power around. It's another situation where one power plant, perhaps a hydroelectric dam, or one that keeps a fuckton of diesel generators around, starts up first, and is then used to start another, in sequence.

Generators synchronize between themselves. Phases are fixed and all you need to do is maintain the frequency and wait for proper timing to synchronise. You usually slightly overrev the generator to 50.1Hz for easier synchronisation since there are massive currents going in and out when you sync it to grid. If you fuck it up, it will break shafts, destroy turbines and rip the generators off their bolts.
