You cannot evaluate level of knowledge in abstracts matters in different language. When you see that Japan has better "reading/ text comprehension" than the US in a country were most people CANNOT read the newspaper fluently and NOBODY can read the properly cursive written form of the language, you have to realize how much bullshit those thing are.

You can evaluate math, sure but that's about it…
But the only reason Asians score better in maths is because their languages are based on remembering by heart the different meaning of the symbol they use to write, so they can just cram and test well with no or little comprehension required. Memorizing is not intelligence, animals memorize very well.
Which is also why SK (who use gook alphabet instead of Chinese runes like everyone else) score high, but not that high, like one of the highly homogenous EU country (which is definitely a factor)…

If you're looking for an excellence marker look up the Fields medal (international prize for math research, mostly awarded to multiple people since advanced math is collaborative work of the best minds on the planet… Not a yearly award, it's awarded only is there is actual provable advances), there are some Asians, but the only regular recurrence is from people of Japanese extraction.
Then you have people of US, French, Russian and British extraction (commonwealth or UK) with the occasional Nordic and Jew.

and by the way actually, Argentina, Kazakhstan and Malaysia did participate in PISA 2015 but they didn't meet the stringent PISA technical standards and therefore their results cannot be compared with other countries or previous assessments.
Argentina had issues with sample coverage, Kazakhstan with construct coverage and Malaysia with school response rates.
Also, in Albania, even though the PISA assessment was conducted in accordance with the operational standards and guidelines of the OECD, because of the ways in which the data were captured, it was not possible to match the data in the test with the data from the student questionnaire. As a result, Albania cannot be included in analyses that relate students’ responses from the questionnaires to the test results.
