These kids were specifically from Asia, so we've got the fact that a) they can't fully realize what is happening at such a young age until it's too late, b) they probably speak little to no English, and c) they were probably ritually abused for many months/a few years each before getting bumped to the next home to make it look less suspicious. Foster kids staying in the same foster home for years and years on end without getting adopted is odd and would arouse suspicions, so more than likely they were bumped to another abuser, not necessarily in the same area or even state.

The fact that specifics of the treaties aren't spelled out in the Constitution in advance is entirely immaterial.
