Whereas a flat tax hurts poor people more than rich people because rich people can more easily absorb, say, a 10% tax on their money, a consumption tax is effectively a graduated tax that taxes poorer people at a higher rate.
The problem is that the very rich are content to sit on their money. They do not buy thousands of pairs of jeans each year thus supporting the jeans industry. After a certain point, they invest it into money-making schemes, only letting the money go free when it promises to make more money. On bad years for making money, they sometimes don't let it out at all and just keep it locked up. They are the ones who can afford to hoard, in other words, something that the poor cannot. This system would encourage that.
This scheme would disproportionately affect the very poorest, who incidentally actually spend most of their money, and would only exacerbate our problem of going into crisis every goddamn week.
