Major problem is probably merchandising.

To get interest in your cartoon it needs to have merchandising potential.

Cartoons like Adventure Time can sell hats, dolls, and coloring books which seem appropriate for the little kids it is aimed at.

Cartoons like Young Justice though would have trouble selling something like a t-shirt or even action figures, since by the age that the kids would be that into the show, they'd probably have moved onto video games rather than action figures.

The situation could probably be remedied if you had different companies interested in advertising, which probably doesn't happen because they don't realize these demographics overlap. Like I could watch some Yahtzee review and see ads for vodka, because many people watching those reviews are a bit older and probably would enjoy alcoholic drinks.

You need more companies to realize just how much older their viewership is (or can be) and how many of them have a good chunk of disposable income which isn't necessarily going to be spent on cheap car insurance from the general.

Like all things it comes back to money. It costs money to make a show so before it hits the air there has been a year or two of work to make sure it is a hit. That or it is a cheap schlock made in order to fill air time and have a 90% chance of being profitable. The middle ground of a capable individual making a moderately successful show that might build into something very good is largely gone. Same goes for film. We need more B films to explore ideas too touchy for AAA films but has more going for it than a shoe string indie film.

The conventional wisdom here is that cartoons suck because of the executives and their money-hungry practices, from hiring only Cal Arts graduates to marathoning garbage like Teen Titans Go. Why is that? It's Because of the shitty structure of the industry itself that incentivizes executives to engage in anticonsumerist practices at the behest of consumers.

When you examine the average amount of profit cartoons on television make, you'll realize that the cartoons themselves are not very profitable, which is why networks have to compensate by selling merchandise and more importantly, why they always hire hacks who make bland slice-of-life or gross out shows with little to no use of the animation and never talented creators. It's too much of a financial risk for them too experiment and hire talented creators, because the numbers show that, on average, television cartoons are not profitable. If you're goal is to generate the most amount of profit for your entertainment business, you could either greenlit the kinds of shows that are proven to be (relatively) profitable, or you could greenlit shows that require way more resources, and may put you at a financial loss, for the same amount of profit. With this web of incentives in place, of course executives would greenlit projects that minimize financial risks. If they did the latter, they'd be senselessly wasting resources for the same amount of profit as if they just played it safe.

In the 2000s, it was a different story. Back then, you had new networks that needed to establish themselves in the market and compete for the audiencies' attention. So they hired creators who made quality cartoons people love to this day because that was the most sensible course of action for the networks if they wanted to be successful, but now that they're already established and have loyal viewer bases, they no longer experiment because now that only hurts them financially.

The problem with modern cartoons has nothing to do with the character of the executives. It has everything to do with the web of incentives in place that governs their actions. And the current web of incentives is a result of networks sticking to inefficient business models like television and subscription services, because that's how they maintain their media oligopoly.
