Obama didn't fund any deferred maintenance, so the military has been deferring deferred maintenance for around 7 years now, that counts as "military readiness" AND "rebuilding".
I know for a fact our subs have been doing double duty and need some serious time in drydock for scheduled/deferred maintenance AND upgrades.
Our B1-B lancers need mx/upgrades and we our B-52s need constant upkeep.
