I think that's a core reason anime is so popular these days. Most of the cost likely comes from publication/printing/licensing, there's not much cost one can assign to the contents of the book.
The anime, however, most of the cost probably comes from the content, the animation itself. The simplification of art style is a necessity, though they can make up for it elsewhere.

To be fair both societies were fairly fascist in their own way.

The ships were an outright thassalocracy.
The leadership was entirely a naval leadership and the citizens crew upon the ships.
You had to obey the captain, though there was nothing stopping you jumping ship to a different ship.
It was just a more relaxed society as it had far fewer threats to worry about.

boatsluts is getting pretty annoying. even as a disgusting secondary I can pickup things with touhou doujins outside of playing the games, lewd or not. yet with kancolle there's nothing, some of the outfits are cute sure but, the only memorable doujin I read was were a ton of ships sank as it followed the admiral's POV. some of the music that's come out of it is pretty good.
