They essentially believed in an elective aristocracy, which has since been slowly eroded away by expanding the electorate to include landless, non-white males, children (anyone who says 18-year-olds are sane, responsible adults is fucking out of their mind), and generally the lowest common denominators of society. Federalism is a bit iffy, but if voting had remained reserved to the landed middle class and up, we'd still be much better off.
