Really, Californian indepedence could only be won with support from, ironically, the people they accused of helping Trump into the White House: Russia. They wouldn't be able to wage a guerrilla war themselves, like the comic suggests. Californian landscape, while beautiful, isn't ideal for guerrilla warfare. Just ask the Native Americans. The only war guerrilla war would work is in the concert jungles of cities like L.A., San Diego, or San Jose/San Francisco. The hot scorching Mojave desert would make it nearly impossible to defend, and even harder to wage guerrilla war without most soldiers dying of heat stroke.
Really, a Californian War for Independence wouldn't be a glorious guerrilla war fought by brave, diverse, progressive college students. It'd be a massive tantrum on the scale the earth has ever seen and just result in the biggest ass whopping in human history. Not even Antifa can wage any kind of warfare and they bill themselves as some kind of freedom fighters akin to the Viet Cong without realizing why the Viet Cong had so much support.

actually California is a fucking geographically diverse state. It's an engineering nightmare. Which is why we have only a few highways through major mountains.

The deserts are far from flat.

The LA area is almost nothing but hills with some valleys. LA itself sits on a former prairie, and a former semi-arid desert north of the Santa Monica mountains. (That's right, LA has a mountain range in it)
to the east you have the san gabriel valley, and beyond that is a rise that brings you from 300 feet above sea level to 900-1000 feet above sea level, and is a series of valleys called the inland empire.

Orange county is a downward slope, Ventura county is hills and one huge plain, and san diego county is nothing but hills.
Riverside county is a fucking series of rocky and hilly deserts with a somewhat flat desert to the east. east san diego country is a hilly desert as well.

Mountains fucking everywhere.
the central valley is the only huge flat portion of the state, only the southern most part is desert. There's also the Carrizo plain.

eastern side of the state once you get north of the mojave desert, which is a series of basins and ranges from crustal expansion, it's a long valley between two huge mountain ranges, then you enter the ranges themselves once you get north of bishop. (sierras and white mountains)
the coast is nothing but hills between LA and san fagcisco.
San fran is a bay area that is full of salt water marshes and inland bays, whatever isnt this is small valleys situated between huge hill ranges.
as you get north of the central valley and the bay area, it becomes tons of random mountain ranges, and almost nothing but mountains all the way into oregon.

tl;dr: california is far from flat, and has tons of areas that arent desert. Southern part of the state is the only part that is mostly desert.

And with the 70 years of a single party rule, that party didn't really bring much innovation. Different user, but I did some looking into nuclear power stuff recently. The short answer is that pretty much any second-generation or later nuclear power plant has multiple redundant fail-safes specifically designed to automatically shut off the plant (or the affected part of the plant) as soon as anything stops functioning correctly.

To my knowledge, all historic reactor failures have occurred in first-generation reactors, and even then never as a consequence of no one being around to tend them (Chernobyl's meltdown was a consequence of the reactor being incorrectly configured and fail-safes being overridden during a stress-test; the Fukushima plant was built in a tectonically unstable area and safety refittings recommended by scientists and engineers were ignored prior to the quake).

A funny thing I read once is there have been simulations of a Civil War Electric Boogaloo breaking out and it was found that other countries would help to quell it due to how massive the US is for trade. Any break down in trade would wreak havoc on the world.

The caveat to that is that if it was just a section of California trying to succeed it'd practically be a race by all the world to curbstomp the uppity hippy fucks to set things right again.

And most of those were military experimental reactors or breeder reactors or that sort of thing.
