It's going to take a Constitutional amendment like the one for Presidential term limits since Congressional term limits aren't enumerated in the body of the Constitution.
That means either Congress itself will have to cut off its own dick OR 2/3rds of the State legislatures will have to call a Constitutional Convention to amend it. Either way it's going to be an uphill battle and it's something we, the people, need to push.
