Because our government is incompetent and think "more expense=better quality." They think our military will always be the best if we just spend more money than anyone else, not realizing this is a flaw in a military complex, not a sign of strength.

Wars are fought primarily in the factories. If your factories can only produce 1 tank for every 100 of the enemies', you better hope your tank can take out at least 100 of theirs.

Also, a ton of money goes to R&D stuff as well. A lot of that goes into tech that is years beyond what we know about. The elite of the US gov and military have a ton of secret projects going on at all times.

All of these are explicitly protected by US under various treaties, and keep their own militaries ridiculously underfunded since the US is there for them anyway. Some like Japan are even prohibited from spending more. Not on that list is countries like Sweden which have defunded their militaries entirely since "NATO will save them anyway".

If US didn't assume protection of these countries and scaled back their budget I'm sure they would shoot up commensurately.

That's because the U.S. isn't governed by a single person, dipshit. The fact that the Navy has its own air force makes marginal sense in the light of World War 2, in which our Navy and Marines were entirely engaged on one side of the globe while our Army and Air Force were entirely engaged on the other. Being a Navy pilot required a lot of different training steps, because landing on a carrier without an autopilot computer is a delicate affair to say the least.
I don't know if you are aware of this, but in the U.S. military, each branch has their own culture. This was largely started by World War 2 and the even split between our branches' involvement that I just mentioned. When I say "own culture," I mean that a Marine would get angry if you were to imply that he were in the Army, or that Army soldiers were even remotely comparable to the Marines. Likewise Army men crack wise about how stupid and single minded Marines are all the time ("jarheads" for the flat top haircut that makes their head look like it's sealed with a jar lid). To a certain extent you would expect this kind of rivalry to form between military branches filled with men in their prime, but it's gotten ugly at times.
