DM tends to avoid the spooks and want's to control too much. Mine fluctuates the degrees of control as the environment beckons.
If we're lacking in eduction, slow down the speed of production, cut back on the degree of free market.
Then let loose when people are ready to fill positions and sustain the economy.
On top of this there would need to be structural change in the government and how it observes people's inputs. The internet allows direct input and hard AI can roughly sort the precedent broadly (let's face it, full AI control is meaningless when memetic synchronicity is developing as we speak).

The government acts more like a broker or mediator between people. Less like an aligned party (because that's too slow and inefficient).

It's a rough idea though, gotta smooth the edges.
