Considering the nature of the crime being underage, it makes sense to fine the parents (because a hit to the wallet is the best way to encourage someone) and to give the child a misdemeanor. On a side note, I certainly don't think it would be a good use of any legal resources to enforce this law outside of convenience, in the sense that I don't think law enforcement should waste resources tracking the recordings on kids computers and phones to find them recording themselves distributing free literature. Only if it gets out should it become a legal issue, and the law will exist to deter kids from doing it in the first place, and deter parents from allowing that sort of behavior.

This is where I get stuck. The punishment currently for viewing a video like that doesn't fit the crime. Do you think a misdemeanor would be appropriate for downloading underage cam/selfies? In my opinion it should be a fine for owning/downloading, a misdemeanor for distribution.

I think I see the disconnect. I think it should be a legal issue to produce such a video, but to view or download it, I don't think does any harm greater than that of regular pornography. Lets say a high school boy downloads a picture of a classmate naked, for instance. Given that they actively sought to acquire it, they are probably sexualizing that person anyway, and the addition of sexually explicit photographs or videos probably wouldn't affect that. And any person who doesn't sexualize their peer, likely won't search out the content in the first place. And if they accidentally find it, then it was an accident. No bad intent nor harm done, so no punishment seems necessary. For those reasons, I don't see why anyone downloading that kind of context would necessitate legal punishment, but any distributors should be held liable for the sake of the kid's privacy and to prevent the normalization of sexualizing underage adolescents.
