You can't show an embarrassing photo with a caption that mocks the person, but you can show such photos without any "bullying" caption.
Of course, sane people are not on facebook to begin with, but this model shows how these platforms work. If we ever have to raid the place knowing these rules could help evade bans while dropping red pills.
For example, it looks like you can get away with attacking niggers as long as you include a "non protected" category in your attack. Saying, "niggers are shitheads" or "Jews are crooks" wouldn't work, but "nigger teens are shitheads" and "Jew bankers are crooks" might evade the censorship.
Also you could split a meme up because caption-less pics are not banned - so post the comment elsewhere referring back to the pic.
Also, as suspected, their censors are paid min wage and would be easy to buy off with some sort of anonymous payment system.
