Negative eugenics: You prevent or discourage the worst specimens from reproducing.
Positive eugenics: You encourage and enable the best specimens to reproduce, a lot. You also should make sure they reach adulthood and reproduce, too.

Free daycare. Etc. This is eugenics, positive eugenics at work, and does not cause any decrease in birthrate. Why would this ever be dropped?
