Likely. I live in Canada, but under a major flightpath. We get planes circling like this all the time either escorts along the 401, or because they're in a holding pattern to land at CFB Trenton.
And commonly used by both law enforcement for search/rescue/traffic monitoring and by letter agencies because they're cheap and are so common that people who are looking for the feds(canada/us/etc), don't pay attention to the little buzzer flying overhead.

Low flying military planes, blachawks at the helipads for seemingly unimportant people, unmarked SUV's surrounding cars on the West Side Highway with their police lights on and then driving off with the car they grabbed a guy from just on the side of the road with it's doors open and hazard lights on.
