If I look at when the post was made in my time and the time on the screenshot I can conclude that the post was made from UTC +4 timezone. This timezone is used in small parts of southern Russia, Azerbaijan, Armenia, Georgia, Oman, UAE, Seychelles, Mauritius and Reunion.

My guess is that OP is a westerner visiting either Abu Dhabi or Dubai and posting from his iPhone while traveling around downtown.
