The language in the legislation does not say anything about alternative media, and is being used by the latter to either sell products (by generating fear and other marketing tricks) or garner support.

You have to remember that this campaign was filled with conspiratorial narratives, and that media has a wide spectrum of what it calls truth. I do agree with though. For example, if the language doesn't specify Russian, maybe it would prevent private foreign billionaires, such as Carlos Slim, from funding major news outlets and wield them to leverage advantages while posting insane losses.
