There are two options there: either you have the kit and know-how to cook high explosives without cooking yourself as well, or you have a license that gets you access to certain quantities… Which are then capable of being tracked.
The IEDs in Trashcanistan and Iraq, as other posters have noted, are usually 155mm or other similar Soviet or Warsaw Pact surplus artillery shells, preferably multiple wired in tandem with your copper penetrator molded over it. We have access to none of this shit. As regards IEDs, Europoors actually would have an easier time getting the materials since Eastern Europe is right next door.
Molotovs rarely disable vehicles anymore because you have to get in extremely close and generally lob several to ruin the radiator. Generally you're going to get cut down by an M2, a 240B, or a 20mm or the like before you rain hellfire.
