I think it's because she best embodied heroism. Big deal, Batman lost his parents, boo hoo, Superman and Martian Manhunter lost their planets, wah wah. Peej lost her entire universe, everyone she'd ever known, and she also lost her past. Then she got it all back only to lose it again, and she still carried on.

Also, I think in general the Conner/Palmotti interpretation is fantastic, with her having fun and being creative as a hero, but also facing challenges and having real life to deal with… It seems like even in unrelated books, like JSA, the character remained consistent on that. Now she's kind of all over the place.

She was, because no one quite knew what to do with her. Conner and Palmotti basically reinvented the whole character, to make her likeable and interesting. They are trying similar approach on Harley Quinn, but sadly it does not quite fit the character.

Probably never. There's not a lot of mileage you can get from a Supergirl from another Earth when the Real McCoy is available and Earth-2 is a thing again.
