Not how hearing loss works. You lose the ability to hear particular frequencies. High pitches go first because the cells that detect them are more fragile. Which is why young people can hear high pitched sounds that older people can't. It's not aging, just irreversible damage. With enough damage it starts to deaden all sounds, but you don't lose the ability to hear quiet sounds, you lose the ability to hear all the little frequencies that fill out a sound and give it timbre. Small things do tend to have most or all of their frequencies at higher ranges because any physical action generating the sound waves is going to be small. So picking out raindrops or even rain would be harder as you age.
