Do you have any videos of those rats hopping over a concrete wall? The only way I could see that happening is if they dig beneath the ground, or find some clever way to hop over. In terms of security you could install a fuck ton of motion sensors and thermal sensors that would trigger an alarm, where a border patrol man would go and check it out.

These are a lot cheaper than a wall, and they work better too.
